Executive Director - Paul Barry
Paul Barry is CIECA’s Executive Director and Chief Operations Officer. He has more than 35 years in the insurance and technology industries. Over the last 20 years he has held executive / senior leadership positions with a focus on claims and auto repair technology.
Paul has held senior leadership positions with SAFECO Insurance, PerformanceGateway, ClaimsTech Consulting and PEMCO Insurance. He has led a number of transformational technology and business process improvement initiatives focused on collision repair.
Over the years, Paul has been an active member of CIECA having previously served on the Board of Trustees and held the positions of Secretary, Treasurer and Vice Chair of the CIECA Executive Board.
Barry grew up in upstate New York and attended the State University of New York at Buffalo where he earned a degree in Economics. He also has a Chartered Property & Casualty Underwriter and Associate in Claims.
Project Coordinator - Charley Quirt
Charley Quirt has been CIECA’s Project Coordinator since May of 2002, concurrent with the beginning of the creation of the BMS and all related CIECA standards. Since then, Charley has worked as the project coordinator for all 20 CIECA committees since their inception.
Charley’s background includes working as a math-physics teacher, a system’s analyst, leading a P&C insurance product line, and standards work leading the X12/EDI initiative in a P&C insurance company. He moved to an integration sales position for a company with a focus on e-commerce and then worked as a CIO for a global health care product company, before moving back to the P&C world and then to CIECA.
Charley has a math-physics undergraduate degree from UW-Eau Claire and an MBA from UW-Madison. Charley and a team initiated the PMI (Project Management Institute) chapter in Madison, WI. He has also headed X12 committees for P&C insurance, for the international standards work in the P&C world, and then was Vice Chair of ANSI ASC X12.
In addition, Charley has worked with the UW Hospital Carbone Cancer Center and initiated the Pancreas Cancer Task Force when Judi, his wife of 37 years, passed. To date, they have funded 20 pancreas cancer research projects.
Charley lives in Madison, WI and has two married sons, one in Madison, WI and another in Austin, TX. He also has one grandchild.
Marketing Director - Stacey Phillips
Stacey Phillips began helping CIECA with marketing and communications in 2017. She is an award-winning writer and editor based in Southern California. As the owner of Radiant Writing & Communications, she specializes in providing content and digital marketing for the collision repair industry. Over her career, she has written for a wide range of industries including oil and gas, engineering, and health and wellness. Her expertise includes writing magazine and news articles, blogs, press releases, website copy and social media posts.
Stacey is the co-author of two books: "The Secrets of America's Greatest Body Shops" and "In Balance; an Account of Alberta’s CA Profession, 1910-2000.” Over her career, she has interviewed automotive celebrities and industry influencers such as Jay Leno, Dave Kindig, Chip Foose, Henrik Fisker, Courtney Hansen and Dave Ankin.
Stacey holds a BA in Journalism and Political Science from the University of Southern California and wrote an Honors' Thesis in Environmental Politics.
Consultant - Ed Weidmann
Ed Weidmann has over 40 years experience in the insurance and collision repair industries and is working with CIECA as an independent consultant.
Prior to creating his own consulting company in 2016, Ed worked at State Farm Insurance Company for 39 years. While at State Farm, he held multiple corporate and field positions. He led the teams that created the company’s Auto Glass Program, Emergency Road Service Program and Mobile Audio Program. Ed also facilitated the project that created State Farm’s current rental car program and represented the company on many industry boards and advisory councils.
Ed has been active in CIECA for many years. He served as a trustee, representing State Farm and held the positions of Treasurer, Vice-chair, and Chairman of the Board in both 2008 and 2014.
Ed received his bachelor’s degree in business from Illinois State University and has the designations of Certified Property and Casualty Underwriter, Certified Life Underwriter and the Fellow, Life Management Institute designation.
