What does it mean for a system to be "CIECA Compliant"?

CIECA Compliant Definition:

CIECA’s underlying goal for its standards, as stated on all Implementation Guides Appendix C documents, is based on the tagline MAIN REASON FOR THIS SECTION… “If you’re going to have it at all, do it this way!” Compliant means that message validates against the schema in the CIECA Release.  

CIECA does recognize: 

While there may be company needs that demand they extend the schema to meet specific needs, the basics of the message would be implemented with the same core of aggregates for that message. These schema extensions should then be submitted to CIECA to be added to the standards.
