Salvage Committee

Background
 

The CIECA Salvage Committee was organized to define industry-wide standards to improve and streamline the salvage disposition process.  The salvage disposition process generally involves the segment of the claims settlement process which starts when a vehicle has been declared a total loss up to the sale or disposal of the totaled vehicle.  Traditionally, all communication between Salvage Providers (e.g., insurers, rental car companies, fleet management companies, Salvage Vendors (e.g., salvage pools, partner affiliates, online auction companies, etc.), and Information Providers has been done via phone or fax or through proprietary interfaces and websites. 

Mission
 

The Mission of the CIECA Salvage Committee is to help shorten salvage vehicle disposition and acquisition cycle time, make the process more efficient, and reduce the perceived risks by facilitating the electronic transfer of transaction information between all parties.

Scope & Objectives
 

The Salvage Committee will focus on:

  • As an alternative to EDI transactions, create a salvage data dictionary and an XML standard for transacting salvage disposition transactions.  Ensure all business functionality currently implemented in the EDI-formatted salvage transactions is available in the XML standard.
  • Provide industry definitions for the salvage disposition process.
  • Establish relationships to existing CIECA data elements and incorporate the salvage data dictionary in CIECA’s industry-wide Business Message Specification (BMS), XML schema and Codelists.
  • Determine the benefits to all industry segments.
  • Establish Salvage Implementation Guides.
  • Coordinate standards development with other industry organizations.  (i.e. ARA, ASPA)

Operating Guidelines

  • To incorporate all potential business entities in the business processes.
  • To work with the group to respond to group goals and timelines.
  • To provide an open working relationship in the Salvage Committee within the antitrust guidelines.

Industry Segments Affected

  • Salvage Provider: Any entity that routinely takes or maintains ownership of total loss or theft-recovered vehicles.   This includes insurance companies, rental car companies, fleet companies, etc.
  • Fleet Company:  Any entity that routinely takes or maintains ownership of non-total loss vehicles that are assigned to a Salvor for disposal.  (Note: for fleet vehicles that are total losses, see Salvage Provider above)
  • Rental Company:  Any entity that routinely takes or maintains ownership of non-total loss vehicles that are assigned to a Salvor for disposal.  (Note: for rental vehicles that are total losses, see Salvage Provider above)
  • Salvage Vendors/Salvors: Any entity responsible for the disposal of total loss or theft-recovered vehicles on behalf of a Salvage Provider.   This includes salvage pools, partner affiliates, auction companies, online auction companies, whole car auction companies, etc.  . 
  • Salvage Buyers: Any entity which purchases a total loss or theft-recovered vehicle through a Salvage Vendor or directly from a Salvage Provider.  Salvage Buyers can include auto part recyclers, rebuilders, repair facilities, dealers, scrap buyers, private individuals, etc.
  • Information Provider: A company whose business includes any combination of doing business as a Software Provider and/or a Service Provider.  Any entity that develops and/or maintains applications and/or services related to salvage processing, and/or salvage data consolidation. 
  • Third Party Administrator:  Any entity that is involved in the processing and/or settlement of the total loss/salvage vehicle and represents the insurance company or self insured company
  • Data Recipients:  Any entity which receives or utilizes salvage vehicle data.  Data Recipients include law enforcement, National Insurance Crime Bureau/Insurance Services Organization (NICB/ISO), state departments of motor vehicles (DMVs), etc.
