Agreements Reached by the Committee
Estimate Information & Materials Data: · The project team will direct equal efforts to procurement of OEM and Non-OEM parts and materials. · A phased approach will be needed to accomplish all areas. · Insurers request for data set to include necessary information to confirm fulfillment of orders. · The format will enable both the parts procurement and materials ordering in this process. · The process will need to allow repairers to submit order to OE, recycled, reconditioned and Non-OEM parts distributors individually or simultaneously. · The format needs to support a parts bidding process. · The format need to support service level attributes (availability, condition of parts, vendor qualifications, timing of delivery, payment terms, past performance, etc.) · Parts will be the first focus of the Committee · The data model / process flow will support the flow of information from estimatics system or BSM systems to directly to parts/materials providers or routing to third party intermediary, then to parts/materials providers.
Issues that will be addressed by the Committee’s Work
· How will the export data from the estimatics system and business management system be handled? · How will data enter into the business management system to process parts and materials orders? · How are the types of messages to be used by all entities? · Will additional code lists need to be built? · Will new fields need to be developed? · There needs to be a confidential issues that is a factor in implementing the bidding process. The format needs to be able to support this consideration.
Deliverables The XML message deliverables are: · Data exchange protocol for electronically procuring parts. · Data exchange protocol for electronically materials. · Messages supporting bi-directional communications. · The project will include messages for on the order, order response, order return, and final bill. · The first deliverable will be the XML message from CIECA’s BMS (Business Message Specification) along with the Code Lists and XML schema for the parts procurement data regardless of estimating method. · Second deliverable will be the XML implementation guide for the parts and materials procurement standard formatting for data communications · The first deliverable will be the XML message from CIECA’s BMS (Business Message Specification) along with the Code Lists and XML schema for the material procurement data regardless of estimating method. · Second deliverable will be the XML implementation guide for the materials procurement standard formatting for data communications. · Subsequent deliverables will be determined by the group at a later time.
Note: The new Schema will be a product of the Architecture Committee, and generated from the BMS changes approved by the parts and materials procurement committee.
Benefits to Industry Segments The following is a list of possible industry benefits:
Risk or Barrier Assessment An industry cross segment needs to be brought together to commit to developing the message to standard formatting for parts and materials ordering. The first task will be to agree upon and complete single direction parts ordering. One of the risks is that a single direction parts ordering process does not provide feedback that may be important to the transaction with certain types of suppliers. Examples of this issues occur when a specific part is being ordered (with qualified amounts of damage) or when the supplier has a small quantity of the part being ordered.
Resource Requirements Money: Rooms needed for face-to-face meetings will be needed in the event volunteers are not able to host meetings. All support for web services (posting of meeting schedules, minutes, etc.), teleconference services and CIECA membership tools are included with CIECA membership. Staff Staff time for project support is included with CIECA membership for approved projects. Staff time will include project management assistance as well as technical assistance.
Volunteer Time: Business volunteers will be needed to identify business requirements of the message contents. Representation from multiple areas of the business segment will make the message development more complete and better serve the entire industry. Business volunteers will also be needed for the development of the Implementation Guides.
Technical volunteers will be needed to complete the translation of business needs to the BMS representation of those business needs and work with Architecture in this integration. Assistance will be made available from members of Architecture.
Estimated Project Duration
The first deliverable will be to understand the elements impacting Electronics Parts and Material Procurement. This will be completed by 1st quarter, 2004. We hope to complete standard for formatting of “parts ordering” by 3rd quarter, 2004. The IG (Implementation Guide) would be completed also by the 3rd quarter, 2004. More work is needed to determine completion of different phases such as bi-directional communications and materials ordering.
Other Items Is this project included in the CIECA 2004 Strategic Plan? · Yes. This is a new development project or a maintenance/enhancement project? · New. What will be the anticipated impact on other CIECA efforts or standards? · The Architecture resources will be needed to assist in understanding the BMS and completing the integration into the BMS. · This group will need technical support familiar with the BMS and schema. To assist in supporting this committee these items can help identify areas of need. · This team is composed of primarily business representatives and technical representatives who should have the expertise to complete parts ordering portion of this project. More resources are needed to develop the materials portion.
